Because of the time when this show was on TV it could only be seen as subtext. But the relationship between the two was obviously meant to be romantic from the very beginning. Remember in the episode where Talia is shown to be a spy? There is that moment where she reaches over in bed and no one is there, then she comments that Susan was gone. It doesn't get much more obvious than that. :P
I suppose it was written so it could be viewed either way, but I don't know very many women who look so longingly at each other like that and sleep together in the same bed and it's still platonic!
@SciFiDude42 They had to keep it as non-obvious as possible. Networks tend not to like gay couples, and two women together is ironically harder to get away with then two guys together.

it was implied in the show, at a convention even the actress that played susan ivanova said that her character was bisexual. the actress that played talia winters actually left the show to pursue further acting options and if she had stayed may have progressed, they set her character up as replaceable just incase she did decide to leave.

@plutopianation So not male, but a big fan of Babylon 5. Fans of the show actually went on to ask the actress herself at the scifi conventions. She even went on to explain her character and that she was bisexual. She loved Talia and Marcus. The creators even discussed how they had to change the storylines after the actress playing Talia left the show to pursue her acting career.
It would have been a big game changer for scifi at the time. Like willow/tara in Buffy the vampire slayer.
