I've looked at this a few times and fully agree with catterlineCarties. The drum was not full and the right side wheels of the cart were clearly off the ground before the drum was hit.
If the drum that the cart hit was not filled with water or sand or whatever then it would have just been "knocked" out of the way and the cart would have recieved a probable penalty, but due to the drum being filled and heavy, that resulted in a crash and a wrecked racer, very poor belchford, very poor!
I've just watched it again in slow motion. The cart was turning hard to the right before it hit the drum. The weight was transferred to the outside wheels and if you look closely you can see that the inside rear wheel is airborne before it hits the drum. The front one may also have lifted before impact too. Hitting the drum didn't help, but it seems likely that cart was about to roll anyway. And, as with all the chicane markers used in the course, the drum was quite definitely empty.

Glad the driver was unhurt.
I hope someone gave them a large drink afterwards (or was that what caused it in the first place...?)
