Louise Brooks said Veleska Gert (the headmistress) took her on a tour of gay Berlin at the time (Gert was lesbian), to all the bars and clubs. There was a thriving gay scene in Berlin at that time. (Christopher Isherwood was there too, writing The Berlin Diaries, which are the basis of "Cabaret.")

A decade later they were putting gay men in Concentration Camps. They weren't much concerned with lesbians because they could still give birth to "Aryans."
