There should be a full investigation into what happened behind that closed door. Also, if Kurt sustained neurological damage, it is imperative that he receive a full neurological workup and treatment NOW, because it is a lot easier to treat neurological damage sooner rather than later. If he is forced to wait 180 days to receive treatment, the damage (if any) may become permanent, in which case I would say that Keene authorities should be held accountable.
