I looks like a ligth bulb with the glass removed. I imagine that a current flows through the tungsten filament heating it up giving it a higher resistance. When air is passing the filament is cooled down lowering the resistance again. The greater air speed the more cooling. The current flow through the filament will then be a good measure of the air speed.
