J. Allen Hynek, a scientist, started out as a sceptic and ended up as a believer. I suggest you research Hynek and perhaps read his book.

The official conclusions were for show, and the files actually contains many sightings labeled "unknown".

It was a debunking operation.

I've talked to many people who have had first hand exp. with UFOs. Amongst them are my mother, sister and niese, who have seen UFOs on two seperate occ. They are totally uninterested in UFOs though, they're normal people.
