tau are awesome. they play well, they look great. one downer: they are very hard to build, paint, and cost a lot of points. actually thats three. eldar cost a lot, and are also very powerful, and a bit harder to paint. its kind of a draw, your choice.

It depends. Eldar offer lots of painting oppertunities and also have alot of specialty troops. Tau also have alot of painting and converting oppertunites but tend to hang back with firewarriors and let kroot be cannon fodder.

Every model in 40k is worth so many points as to give a set guide across games.

Points are pretty much what you use to make sure games are fair between players - For example say you had 2 30-point units and your opponent has 3 20-point units. Since both sides total points are the same, the game is considered fair. Usually, games are in the range of 1000-2000 points, which usually involves dozens or even hundreds of units. Anyways just make sure both sides total points are about the same and the games fair.

Constructing warhammer miniatures is quite simple once you have a few squads constructed, just make sure you buy the proper tools(clippers, appropriate glues, files)

All armies are balanced. All armies have major advantages and disadvantages. Read the lore, choose what you would like to play. Take note though, if you like space marines, there are a few different Codexes for different chapters. Most space marines use the standard codex, however armies like Dark Angels, Space Wolves, Black Templars, etc. have their OWN codex.

Again, read the Lore.
