its basically because hot water will not contain tiny bubbles of gas,but cold water will. Gas bubbles change how it freezes in 2 main ways. One of them is by directly affecting the freezing point, and the other is because when water freezes, it freezes around the bubbles of gas. In cold water, this means a layer of ice will be formed quickly around the outside, which stops the rest of it from freezing.

I don't get it, La Niña should be the cooling effect after El Niño. When el Niño (boy) move from West to East on the Pacific, change drastically the the World Climate. It used to happened every 15-20 years, now its happening every 7-5 years. When el Niño goes back to the west, and the other current go back to place, that's call La Niña (girl). The last Niño was in 06 Summer - 07 winter, so La Niña was 07 Summer- 08 winter. Is because of this that we didn't;t get many Hurricanes after 05.
