There were a lot of aftermarket multiple carb intakes for the flatheads, notably the Offenhauser. They invariably ran the Stromberg 97 carbs. But I've never seen anything quite like this manifold. Looks to be some adaptation of the long ram high rises Chrysler was playing with in the 60s.

@slowpokebr549 the Caddy and LaSalle had flatheads , but the exhaust exited out up by the intake manifold. Flat Fords had three pipes out the side like this one has.

Definately a Lincoln 337 i've known the '49 Cosmopolitan it came out of for over 20 yrs, 337 truck motor is the same animal! They probably did run better in '49 but 59 yrs later & never been rebuilt yes its worn out.
