2) Refiners are contractors that buy from Oil Companies at that 10 cents Profits and tack on their costs before Selling to Wholesalers

3) Wholesalers set the Market price via demand and supply in addion to their cost as they sell it to Gas Station owners that are either Franchises or Independents...only 5% of Gas Stations are actually own by "Big Oil"

I dont think nationalizing them is the answer,in my opinion. Luxury tax maybe, having federal regulators lean on them to make there lifes difficult, definatly fore go the Millions of dollers of tax breaks.
