Japanese O's are pronounced like an oh. A u after a vowel means that its a long version of the vowel. To and tou both are said the same, with the latter being said with a longer o (as in duration).

Touhou is pronounced To-ho. So you just drag the o's a little longer.

You're backwards, even though it's spelled Tewi, it's pronounced as Tei, though what HeavyxMedic53 is true it's still a bit odd to me that a name would be pronounced differently in another language since names don't usually change over. But since majority of the fans are japanese (and the creator of touhou is), I'd stick with pronouncing it "Tei" either way.
