And then consider that it's depleted and that our troops generally raid buildings right after getting hit, when the dust is still in the air and at it's most dangerous(not terribly), and aren't generally aren't suffering from it.

Good question. I'd think it's because they then have a coordinated pool of money for such projects rather than all funding smaller, separate, similar projects. Duplication of effort is big problem in (at least some parts of) the NGO sector.
