This dog is a Havanese - I have one that looks exactly like it. It has a longer nose than a Shih-Tzu. A Havanese is very distinctive for those who know the breed.

My dog is a Maltese Shih Tzu mix and looks just like this dog now that her facial hair is much grayer around her face. It is not a Lhasa and I will bet anything on that. Check my videos.
