my way of thinking is wily created the sigma virus and implanted it in zero seeing as sigma didn't go A-wall till after he fought and defeated zero in the memory clip you see in X4, also to make a note and it's prob something everyone has figured out by this point, Zero was created by Dr. Wily same as X was created by Dr. light.
