Guys you have to set your calculator to polar and radiant. Its under "Mode". You then set what r is under "Y=" button. As for the equation he used to draw that.. I do not know, but it looked long ass hell.

Has anyone got this done on a TI-nSpire?

Mine sort of gets it, but not quite. It doesn't do the filling in and the orientation isn't quite right.

Maybe this formula only works on the lesser models such as the TI-83/84 ...? (because of their lesser speed and screen resolution?)

if you look at the first milliseconds, you can tell that the function is polar. To make your calculator to polar, go to "MODE", then go down 3 and select "POL." Type the type what it says on video in the first millisecond.

As you may notice, the brackets stands for a row with numbers. If you do the first few numbers seen on his screen you will notice the "ovals" will be bigger as the number in the row of numbers increases. So if you adjust them right, you can get yourself a very own customized cannabis leaf...
