Steven is easy to beat... just use kyogre or groundon and a salamence and agron

you do know that surf is special based so that dragon dance you did didnt add any damage, you should teach your gyrados waterfall

Actually, in the advanced generation attacks hadn't been split into special and physical yet, so waterfall would have been a special attack as well.

He probably DD'ed just to get his speed up.
