You are talking about keyboard and character set limitations. If someone were non-Japanese, but could understand Japanese, and had a Japanese keyboard, and their OS set to Japanese typeset, they could type Japanese.

Getting mad at someone for "using English for Japanese words" is a bit much.

While seeing someone mangle a language you know via online translators is annoying, don't come down on them for simply trying to communicate in a language foreign to them.
