No. Liberty Prime was a project made to aid U.S. soldiers free Anchorage Alaska from Chinese communist control. But was abandoned years before the events of Fallout 3. In Fallout 3 Prime is reactivated and dosent know that the Liberation of Anchorage passed years ago. He thinks the Enclave are the chinese communists because he dosen't recognize Enclave power armor, but Brother hood armor he recognizes as American. This is why he says anti-communist and Chinese phrases :"COMMUNISM IS A LIE!!!"
