No, not really. They would just duplicate the sound. They have the same tonality and range, the bagpipe's volume would overwhelm the gurdy, and tuning the various drones would take up three-quarters of the time available.

Maybe a Northumbrian smallpipe. Maybe. At least the volumes would nearly match, although the smallpipes would drown out the gurdy's rhythmic ornaments. Which is 80% of what a hurdy gurdy does.

@RobbytheLion in essence, the gurdy is a violin.

since a violins bow can only be drawn in strokes, it has limitations. the wheel of the gurdy, which is driven by the crank handle replaces the bow, and is capable of creating a contunuous sound as long as it is turning, and is making contact with a string.

the strings are pushed with the players left hand, and pushing the string closer or further away from the weel will alter the pitch of the sound
