I think Urien and Gill's abilities did came from Seth's POWER and INFLUENCE. I mean look at Seth's costume mod it looks exactly like Urien from STREET FIGHTER 3?!!!!!!! 0:21-26

Seth is more or less a nod to Gill and Urien. he has a few of their moves but that's about it. he's a product of Shadowloo. Gill and Urien are part of the Illuminati...but then again Bison could have been with the Illuminati secretly...who knows

@Makurou, Ithink he did, becuase after all in Street Fighter 3 says that after Bison was defeated along with destruction of Shadowloo in Street Fighter 2 (even though he was still around Street Fighter 4) Gill and Urien take over some parts of Shadowloo mixed with his own beliefs and ideals to creating Illuminati ot save world itself and religious of God from opposite to Shadowloo wanting world domination and killing.

@Makurou, you are not wrong at all but Gill and Urien are also product to Bison somehow. Even though Bison is not present in Street Fighter 3 his evil and tormented influence has spread throughout the Street Fighter history. And now in Street Fighter 4 and Super Street Fighter 4.

@Makurou, also one thing Seth's Ultras are mostly related to power of wind along with Yin-Yang balance in his stomach. Gill have the power of fire and ice and Urien have the power of lighting and metallic. So all of them are related to the power of elements which are related to Bison. So they all are similar to every single way it just that Capcom hasn't figured out yet or thought about it kept as a low profile.
