1st of all: Lasers manufactured for eye surgery aren't designed to be that powerful, in fact, they're designed to go down one cell layer at a time, and it will end up going down only about 10 cell layers

2nd of all: If there IS a malfunction with the power supply to the machine, they are programmed to automatically shut off.

I used to like these movies but after 3 it seemed like they just misunderstood how things work.

In this scene the laser machine malfunctions. Okay that does happen. The lasers in eye surgery don't go into those lethal levels because, you know, people tend to like not having their retinas seared. The doctor also left the room which is something they would never do because A: Laser eye surgery is scary and B: the doctor could get sued if anything WERE to happen. A nurse would be present if he left
