Fannie and Freddie wanted their reserves to be 2% because their loans of up to 100% loan to value to people with poor credit "were so safe." That's way below the percentage the FDIC requires for banks to remain solvent and an obvious reason why Freddie and Fannie's paper is not worth much.

In the decription of the donors at the end, CNN is being misleading once again.
The donors linked to Fannie and Freddie that contributed to McCain are mainly regulators that have been warning that reform of both was necessary.
CNN has lost all it's credibility and this is just another example of the reason for that.
