That's probably because Disney didn't have the experience with voice acting. Remember that this was Disney's very first sound cartoon. Contrary to popular belief, STEAMBOAT WILLIE was NOT the first sound cartoon ever. The Fleischer studio produced a few sound cartoons at least 2 years earlier. They actually recorded sound on film as opposed to this cartoon, which was recorded on a separate disc and played with the film.
