just control the IX, which all local traffic pass through them.

i don't know the specific method they use but there are a few:

1. blocking the internet protocol address of a website (but then there can be several even thousands of websites on one internet protocol address)

2. blocking the dns address of a site (dns is Domain Name System, simply translates internet protocol addresses to name, so cnn(.)com is in fact 157.166.224.26 among others)
