I don't think the Sheriff was really a villain or a bad person. It says later that his friends were responsible. You can tell he sincerely regrets it and he may have seen becoming a Sheriff as a sort of atonement instead of hypocrisy. As for not addmitting to his involvement in the rape, that just says he isn't heroic, not necessarily a bad person. Really he's one of the most sympathetic characters of the story right along with Laura Lee.
