That's Daz Dillinger, The guy supposedly looking at the camera, he's more than likely looking a the guy in front of the camera, and that' not the Outlaws, but you can clearly see Billy Garland, behind "PAC" 2Pac's Father, and Lil Eazy E next to Pac and he is defintely saying something about Eazy E saying, "Nah man he ain't that great!"
