Well, that's about 2/3 the amount of soviet civilians killed by the soviet government during stalin's reign. Of course, there were some unnecessary deaths during ww2. It was a war after all, and russia was the enemy.

Hitler may have seen the slavic race as inferior to the german one (which is obviously true - compare the slavic nations with the germanic ones), but that is not to say he didn't admit there were exceptions; several SS were slavs from the old Austrian Empire.
