Yes that is Julian Marley at 1.45 - 1.56, yes he is anover of the Marley brothers. Unlike Rohan, Ziggy, Damian, Stephen & Ky-Mani he does not try to imitate Bobs sound all that much so for me he is most original Marley brother (apart from Robbie 'ninja' Marley who does not do music at all and is instead an awsome motorcycle stunt rider).
