It's an interesting question - I would assume that Huxley is talking here in the late 50s or 60s. In Brave New World Revisited, 1958, he talks about the methods that Hitler used to "herd-poison", as he calls it, large crowds into following him. Crowds act differently to normal people. Also, if you're talking about his reference to the hypnopaedic business, sleep-teaching was debunked in the 50s as being largely false.

The discussion of the placebo effect study is interesting...how could the administers differentiate if 50% of time it was morphine & 50% of the time it was water...certainly the recipient would be able to tell so why not ask for injection until provided with morphine?

RusselBertrand asks why the patients receiving water instead of morphine dont' ask for more injections until they get morphine.

Two reasons:

1) The study probably does not allow multiple injections in order to maintain a controlled trial;

2) Those patients who couldnt't tell the difference between water and morphine were experiencing the placebo effect. Their minds told them that the medication they are receiving is effective and so they feel no pain.

Huxley assumes a society of "unsuggestible" people would be disorderly. It would be the opposite because order would be spontaneous. The myriad of wills would yield complexity. A society of "suggestible" people would be simplistic, as actions taken by participants would reflect fewer wills, theoretically one in the case of a dictatorship.
