@joelnewell Osha rules allowed it when this video was made. I'm not sure if in 2012 the exclusions for fall protection called out in Sec. 1910.268(n)(7) and (n)(8) and 1910.269(g)(2)(v) still apply. Ie fall protection is only required when the employee reaches the working position. Bear in mind the exclusions to provide for free climbing are very narrow in scope... Also, just because OSHA allows something doesn't mean its prudent to do so.

I'd never hook directly onto a step like that. I'd take a full wrap around the vertical member that the step is secured to and then onto the step. That will prevent your hook from sliding off the end of the step.

I realize that the step has the 90 degree upward bend at the end but if you take a full wrap around whatever the step is bolted to and you should slip, the hook will be sucked towards the vertical member and prevent a catastrophe.
