At 26:45, it just looked like 0/0, but indeed it was (supposed to be) 3/3. See at 10:39, his marine has already done level one upgrade on offensive. I think it is just because the resolution of the video or the screen is not high enough to distinguish between 0 and 3.
Flash always upgrades. I think it's just the resolution of the VOD makes 2/2 and 3/3 look like 0/0. You can clearly see he has 1/1 at 12:22. Upgrades are the most cost effective thing to do in SC especially when you plan a long game.
