if he did do it, it would be consider War Crimes because you can't execute enemy combatants after they surrender.
He never really confirm nor denied the accusations because it keep his soldiers in line.
There was an incident where he shot one of his officer in the head, killing him for being drunk, which save many soldiers' lives.
