different cultures & generations accept different things, people make judgements, people will always make judgements, and they're only closing themselves off to the world, having a go at japanese people for not accepting body art is just making it worse because then it'll draw attention to your bad assumptions and people will start to think it's typical behavoir. take a chance to get to know people & change these assumptions they have maybe then people won't have such a sterotyped & biast veiw.
