I think the reason behind Risa's hairstyle is because she was deliberately hairstyled to look like that because she and Ai played the 80's duo "Pink Lady".
80's style + Ai & Risa = a better feel of the 80's
...but I have to agree... I don't like the hairstyle.. X(

It's not that Risa looks bad here, 'cause she doesn't, but I think she's usually a lot prettier than the way she's made up in this PV.
