You can theoretically barspin with any bike. The only thing keeping you from doing it is brake cables, which normally aren't long enough to allow the bars to spin a full revolution. There are two ways around this:
1. Cut longer brake cables/lines. Easy. Just leave more line when mounting brakes.
2. Route brake cables/lines through headtube. Harder, but looks cleaner. Gets your cables out of the way completely.
