i think he's referring to not using shoulders to raise weight from waist-up. sure you use back/shoulders for split second between time weight passes knees/reaches hips. BUT HE'S RIGHT: it's force from hips that drives kb. shoulders/back/arms do more to direct the energy upwards+stabilize the kb so that it tracks nicely to top position.
i learned it as "there should be a moment of weightlessness" between time the kb passes your waist til it reaches shoulders/eye level on to the top.

Yes, no shoulder means technique. If you don't get it use your shoulders to see if you can pass 5 reps.
