The reason Reina isn't in Aa! anymore is because in 2010 the old H!P sub groups were brought back but each girl could only be in 1 sub group and Reina was in the very popular sub group High king which was just formed so she had to be replaced in Aa!. If Buono! had have been counted as a "sub group" then Airi and Miyabi would have been replaced as well, but thankfully it wasn't.

This is how it has always worked with Hello Project however Buono! become such a big hit with fans that even after Shugo Chara ended they weren't dropped.

Buono! is making money and is a fan favorite group so Hello Project wasn't about to let them go. Buono! was a subgroup that become a hit.
