I have nothing against different languages, but if you're going to make a video in a certain language, you should probably title it in the primary language you're using so that people aren't mislead into clicking videos just so you can get more views. :/

1) make 3 layers over the photo: green (overlay, 50% opacity), black (overlay, 50% opacity), blue (exclusion, 50% opacity)

2) duplicate photo, put above all layers (hard light 75%ish)

3) don't be a moaning bitch.
