Yes, that is right. It's a character he's created, and it's supposed to be funny. Not obvious humor though. Kinda like Tenacious D style irony and sheer stupidity. He's a parody of all that was rotten about 70's style country. I love it. What is even more amazing is that they say he never breaks character. It's very Andy Kaufman, and difficult to do.
