Not exactly. Lots of cats make "chirping" noises when they're in 'hunting mode.' Cory's cat Sparta does that to a lazer pointer and so does mine. I'm not sure exactly what they're trying to accomplish with that, but it means something is definitely interesting them.
He's "chirping" at the bird - similar to what you showed Sparta doing with a lazer pointer (I think). When he wants to meow normally he can, but I think his chirping is cute!
SOme people need to see this, it is possible to have fun with animals without hurting them lol
