In the polynesian culture (samoa, hawaii, tahiti, new zealand, etc.) it's traditional isalnd wear because way back in the days, we didn't make pants or shorts. Everyone wore that "skirt" which is called a "lavalava". Now in modern times, even though we have pants and shorts, the lavalava is still worn because it's apart of our culture. The lavalava he is wearing is more formal that the everyday lavalava worn & women's formal lavalavas are different as well :]
