I've had first hand experience of elephants being trained by zookeepers and those bullhooks are there purely to help tell the elephants which foot they wish to be presented. Some zoos have even stopped using the hooks all together and are using target training

they use a bull hook to control and direct movement and use it by placing the flat side against their side and never the tip. they only time bull hooks are used for harm are when they are in the hands of irresponsible, mean and abusive mahouts or untrained people who should never use a bull hook with an elephant.

I wish more people would reply like this to tell the true story about how zookeepers use bullhooks to train elephants in ways that do not hurt them even a little bit.
