Increase taxes on corporations (incentive to lay off or cut back), so that after more people loose their job, the housing market will tank further. This will cause further losses and spiraling downturn. The further the economy spirals down, the madder people will get, and the more they will want taxes increased. And with all these taxes the government will be able to pay the unemployment to the people who loose their jobs in the construction industry.
