Took the video and extended the length of it so it would appear alot slower using Sony Vegas or some video editing tool so each frame of the 10000 frames is being played at 1 fps

I'm going to guess from the preponderance of 10000fps videos across solely Source related games what is going on here. I'm going to hazard that if some settings are set ridiculously high, the frames from the frame-buffer get stalled as rendering becomes overloaded and frames start getting displayed to the screen very late when they SHOULD be dropped. This is a glitch, Ironically you are not watching 10000 FPS, you are watching your overloaded buffer display at whatever max your PC can handle.

Kito, I don't think you understand what you are saying. FPS refers to how many renders to the screen you can get per second and does not influence the 'speed' of what is happening in the game whatsoever. Example, I run from one side of the room to the other in 10 seconds. In that 10 seconds you take 2 pictures. We do another identical run, and in that 10 seconds you take 10 pictures of my run. Your reasoning is that I moved 5 times slower.
