I think this song is about his father, a life long Herion addict, who came back into Layne's life after AIC started hitting big. Apparantly Layne and his Father started getting high together. His father became a bottomed out junkie and when Layne cut him off, things got bitter, that's why he does the phone call at the end of the song.

I blame Layne's father for his addition. AND, go figure, after Layne died, his father got clean....
