That's what Agenda 21 means... living in the 21st Century. It's a UN report/programme for "sustainable living & development." Little compact green cities where everyone gets all their food and water monitored, etc etc. Very not fun --- controls freak love it though!

As for whether that's what they are reffering to in the video -- no idea but it's not far fetched.
