Because the boats collide in their driving patterns. And they get ontop of eachother.

Giant dark jak is only in jak 2. And the oracle is in the harbor inside one of the houses on stilts.

Yeah, that took me about 3 hours to do without a glitch. I just kept spin kicking the boat until it went on top of the other one. Then when i would go under one of them, i would die for some reason. I'm like "fuck you"
