It describes the underwater test series, an effects series trying to determine kill ranges against enemy subs and safe standoff distances for surface ships. Heavily sanitized, the conclusion seems to be that ship propulsion systems were compromised at longer ranges than hull integrity and base surge radiation exposure was the limiting factor for surface ship safety.
@Obfuscationist That's why newer ships are equipped with "W Fittings" on Combustion Air Inputs. These allow the engines to receive air directly, without it flowing through manned spaces.
