That's not exaclty true. According to the Supreme Court ruling in Texas v. White 1869, after the Civil War, it was decided by the court that a state could only secede if the other states agreed to let it go, or through a revolution. The court determined that once a state joined the Union, it was part of an indisoluable entity, meaning the Southern states that broke broke away from the Union did it illegally and therefore were never really independent, just out of compliance.
