those are pretty bugs. i saw them in the fall around my house and when I picked it up and looked closely they are actually a really light blue...and cute.
I'd just call them the "unmeltable snowflake." HeeHee! they are cool! like invincible snow! I have never seen them before though. kind of remind me of termite clouds the way they fly, but they arn't the same bug! hope you find out soon! Has my curiosity also!

Or just go to the above site and do a search for the woolly aphid....they have several pics that seems to look like ones you're seeing.
